Redistricting

On February 27, 2023, Nassau County completed the redistricting process, which is required to reapportion the 19 county legislative districts as a result of the decennial federal census.

As per the County Charter, a Temporary Districting Advisory Commission (TDAC) was established in April of 2022. The eleven-member bi-partisan commission consisted of five appointees of the Presiding Officer, five appointees of the Minority Leader, and one non-voting Chairperson selected by the County Executive. This bi-partisan commission was charged under Section 113 of the County Charter to recommend one or more reapportionment plans to the Legislature for the 19 legislative districts.

During its process, the TDAC held 12 public meetings in every city and town throughout Nassau County to ensure residents of every community had the opportunity to attend and participate in the hearings. The TDAC ultimately was unable to come to a consensus on a map. However, both the Majority and Minority delegations advanced separate maps for the Legislature’s consideration.

Following the TDAC process, the Legislature convened its process to review the proposed maps and provide the public with additional opportunities to be heard, before ultimately voting on and adopting a map.

To increase transparency to the redistricting process, the Legislature brought improved functionality to the redistricting website using modern technology, including links to videos of the TDAC hearings, and the option to submit public comment online or via a dedicated email for redistricting, the ability to view submitted maps used for consideration, as well as census data.

Ultimately, the Legislature did not accept either proposal advanced by the TDAC. Rather, pursuant to Section 114 of the Charter, the Legislature adopted an entirely new plan that incorporated testimony heard from the public and Legislators during each of the 12 TDAC hearings, at a January 17th hearing of the Rules Committees, as well as two Full Legislature hearings on February 16th and February 27th.
